The Project Team Lead has working manager responsibilities, overseeing a group of Implementation Consultants, Software Engineers and Quality Assurance Analysts and is responsible for quality of work, staff utilization, and resourcing support of projects.
Have the ability to independently complete and perform all the duties of one or more individual contributor discipline (Project Manager, Implementation Consultant, Software Engineer or Quality Assurance Analyst)
Responsible for performance feedback, reviews, and professional development for assigned team
Obtain regular feedback from Project Managers regarding project status and quality of service and take immediate corrective action as required
Communicate with implementation staff and management regularly, ensuring timely delivery of schedules and deliverables
Resolve personnel, client, contract, and departmental issues; seeking assistance or escalating as needed
Seek improvement in our delivery methods and share improvements with other teams
Manage utilization targets for teams, ensuring resources are utilized for appropriate assignments
Ensure project team calendars and resource assignments are current.
Mentor and provide guidance to less experienced staff
Assist sales in presentations and other sales support activities, responding to follow-up/clarification questions
Performs other job-related duties and responsibilities as may be assigned from time to time
Travel as required
Scope and Accountability
The Project Team Lead is responsible for managing multiple project teams for complex enterprise-wide projects. The incumbent is accountable for quality, adherence of entellitrak implementation methodologies, ensuring projects are completed to the clients’ satisfaction and in compliance of the statement of work/implementation management plans. The Project Team Lead has resource utilization oversight to maintain or exceeding the utilization goals of the team, region and territory. The incumbent also mentors less experienced staff and provides guidance as needed with the ability to work in a single discipline as needed as a working manager.
The Project Team Lead must be able to:
Manage multiple project teams and activities for complex, enterprise-wide projects simultaneously without missing critical deadlines
Understand implementation processes, methods and deliverables
Achieve results without having direct control over all resources and be able to leverage these results across internal and external departments
Provide leadership to implementation field staff to achieve project, team, and individual goals
Understand contract terms for the client. For example, understanding key milestones that trigger license and maintenance payments
Collaborate with client, project manager and/or Tyler resources to solve complex business issues
Analyze processes and initiate process improvements
Demonstrate domain expertise
Proactively manage and handle issues and risks
Communicate clearly and effectively with various internal personnel as well as with clients (at multiple levels)
Build rapport with project managers and employees while actively influencing events and negotiating changes to achieve project goals
Incorporate new information, make quick decisions, and keep the appropriate people informed of rapidly occurring developments

Education, Experience and Special Skills:
Bachelor’s degree in computer science, accounting, related field, or comparable work experience
Two to four years of implementation experience
Preferred two to four years of staff management experience
Preferred four or more years of project management experience or other SDLC management experience
Ability to obtain a federal clearance at the Secret level
Preferred three or more years’ experience with Tyler’s entellitrak product or a similar COTS product
Excellent planning, organizational skills and ability to follow-through until process are completed
Demonstrated ability to prioritize and complete multiple tasks in a fast paced, technical environment
Elevated level of software life cycle and enterprise software knowledge
Exceptional customer service skills
Excellent verbal and written communication skills to articulate technical and non-technical information to various audiences, including management
Demonstrated ability to maintain a positive, professional attitude
Strong decision making and problem-solving skills
Strong analytical ability, particularly in a technical environment
Proficient in Microsoft Word, Excel, PowerPoint, SharePoint and MS Project
Valid driver’s license
Ability to travel required
