Bis-Man Transit Marketing and Mobility Specialist POSITION: Marketing and Mobility Specialist REPORTS TO: Executive Director FSLA Status: Non-Exempt Salary Range: $45,000 to $60,000 annually RESPONSIBILITIES: The primary role of the Marketing and Mobility Specialist is to both enhance and promote mobility in the Bis-Man Transit service area. This position is under the direct supervision provided by the Executive Director and is responsible for marketing and mobility planning, organizing and implementing all marketing activities for Bis-Man Transit. In addition, this position is responsible for providing mobility training to the general public. Responsibilities will include coordinating/collaborating with the Executive Director as well as the Bis-Man Transit Board on all marketing and mobility matters. The Marketing and Mobility Specialist must be willing to attend training seminars and other courses necessary to fulfill the requirements of this position. In addition, the Marketing and Mobility Specialist shall display a positive and cooperative attitude in working with all other staff, contractors, community and Transit stakeholders. Essential duties and responsibilities include: 1. Develop a yearly marketing plan for Bis-Man Transit, providing a roadmap of essential activities and events as they relate to the organization and general public. 1.1 Plan, implement and publicize/promote public and internal events; 1.2 Create printed materials consistent with the Bis-Man Transit branding elements through quality graphic design and content writing skills. 2. Develop and maintain a public website for Bis-Man Transit, including maintaining customer relations, social media promotion and identifying methods to stay fresh and relevant with an online presence. 3. Identify and manage all advertising opportunities to enhance the growth of Bis-Man Transit. This includes any paid and owned (website and social) media. 3.1 Identify and develop a plan to bring additional revenue into the organization working with local or state vendors, including bus wraps, benches, bus stop shelters and any and all sources available. Position will require solicitation, sales and service for advertising. 4. Develop and cultivate proper relationships with members of the media, which includes authoring and distributing press releases. Additionally, organize press conferences as necessary. 5. Develop and maintain working relationships with businesses, colleges, schools and other public Transit stakeholders 5.1 Provide administrative support for meetings with CTAG (Citizens Transportation Advocacy Group) and any other outside entities as assigned by the Executive Director, making oral presentations at meetings, events and industry conferences. 6. Provide transportation resources and training to direct community service providers in an effort to educate our target audience through community channels. 6.1 Provide instruction on how to use the fixed route bus system to our customers. 6.2 Plan “train the trainer” sessions to teach community service providers on the fixed route system so they can instruct their clients. 6.3 Teach community service providers how to develop transportations plans for their clients. 7. Communicates and maintains working relationships with others in carrying out job functions. 7.1 Interact as necessary with the public, vendors, contractors and other operational team members across departments to exchange basic information as requested or as is necessary, including the exchange of detailed/technical information as the concepts require. 7.2 Resolve public information requests via website requests and/or questions or face to face interaction as required. 7.3 Exercise courtesy in communicating with other team members to provide information relating to work assignments or convey information as needed. 8. Assist with marketing research, including use of data analytics to determine needs of current and potential riders in the Bismarck, Mandan and Lincoln communities. 8.1 Identify and recommend areas for improvement in providing services or meeting public transportation needs. 9. Assist in the evaluation and management of paratransit eligibility applications. 9.1 Performs the preparation, maintenance, distribution of records, reports, statistics and other materials for Bis-Man Transit use, and for local, State or Federal agencies as required. 10. Perform all job duties in compliance with safety guidelines and an ongoing awareness of safety practices. 10.1 Knows and follows department and city rules as well as sound work and safety practices in order to accomplish the job objectives and avoid injury and/or loss; 10.2 Wears proper protective equipment when policy requires or conditions indicate a need exists and utilizes proper body mechanics and ergonomics while performing work; 10.3 Promptly reporting any and all unsafe conditions observed. 11. Perform other duties and activities as assigned. Minimum qualifications Associates degree (bachelor’s degree preferred) in marketing, communications, administration, journalism or related field. Website development/maintenance and graphic design skill set important, as well as knowledge of data analytics (predictive and/or prescriptive). Will consider equivalent combination of education and experience sufficient to successfully perform the essential duties this position requires as described above. Knowledge and skills should include: Knowledge of marketing concepts; Knowledge of website development and management; Knowledge of data analytics; Knowledge of public transit agency programs; Knowledge of management principles and practices; Knowledge of ADA (Americans with Disabilities Act) regulations as applicable to public transportation; Knowledge of applicable Federal, State, and local laws, rules and regulations; Skills in the development and delivery of training plans; Skill in development of marketing campaigns; Skill in handling multiple tasks simultaneously; Skill in using patience and understanding while dealing with special needs customers; Skills in writing press releases, business correspondence and advertising scripts; Skills in sales related activities; Skills in presenting information in a clear and concise manner, and responding to questions from management, the Transit Board, clients, customers and the general public; Skill in public speaking; Skills in the use of photo editing and other design software; Physical Demands and Working Conditions: Most work is performed in a normal office environment and the noise level is usually quiet. On occasion, work is performed outside the office environment and the noise level may be moderate when required to attend such activities. Daily work often involves moving between buildings and rooms. Activities in which this position is required to perform include use of fingers, grasping, talking, hearing/listening, seeing/observing and using repetitive motions. Occasional driving is required to attend meetings. The position may involve dealing with and calming individuals who are emotionally charged over an issue. There is considerable attention to detail and deadlines. This job is rated for “light work”, meaning that walking and standing are required only occasionally and the job involves sitting most of the time. This position requires the individual to be able to exert up to 30 pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body.
